Assessment of management effectiveness of the Tatí Yupi natural reserve, Paraguay, with emphasis on public use management

The Tatí Yupi Natural Reserve (RNTY), managed by ITAIPU Binacional, is a strategic protected area within the Upper Paraná Atlantic Forest in Paraguay, recognized for its importance in recreation and nature-based tourism. This study aimed to evaluate the management effectiveness of the RNTY using the Protected Area Management Effectiveness Measurement (MEMAP) methodology, incorporating specific variables related to public use management. A qualitative-quantitative approach was adopted, utilizing interviews with key informants, document review, direct observation, and the collection of verification evidence. The methodological adaptation included nine variables related to visitor resources, public use promotion, facilities, intra and interinstitutional support, public use management, waste management, carrying capacity, and training programs. The overall management effectiveness reached 69.9%, corresponding to a Moderately Satisfactory classification. The highest scores were recorded in the legal (96%), knowledge (90%), and management programs (87.5%) dimensions, whereas threats and illegal uses yielded the lowest results (50%). The public use dimension obtained a score of 66.7%, also corresponding to a Moderately Satisfactory level. The findings suggest that the proposed adaptation represents a relevant methodological contribution for future management effectiveness assessments in protected areas focused on recreation and tourism in Paraguay.
