Abstract

This article analyses the experience of integrating Micro, Small, and Medium Sized Enterprises (MSMEs) and Family Farming (FF) within the value chain generated by the School Feeding Program – Zero Hunger (PAE H0) in Paraguay during the 2024–2025 period; highlighting its potential as an instrument for territorial development and local economic dynamization. The objective is to document and assess the implementation of the strategy aimed at linking MSMEs and FF to the PAE-H0 value chain, identifying its progress, challenges, and opportunities for improvement. The study adopts a non-experimental methodology with a descriptive explanatory scope and a mixed methods approach, combining analysis of administrative records, national and international regulatory and bibliographic review, and interviews with experts involved in the program. The results show a significant increase in procurement volumes and in the participation of MSMEs and FF, although with a tendency toward the concentration of contract values among a limited group of suppliers. The discussion emphasizes the need to strengthen inter institutional governance, improve data traceability, and deepen territorial coordination. It is concluded that the success of PAE H0 depends on the State’s coordinating role and on the provision of technical and financial support to local economic actors.
